Barco's arrival management software in operation at Changi Airport, Singapore

KORTRIJK, BELGIUM, 7 August 2007 – Barco, a leader in display and visualization solutions for selected professional markets, in cooperation with NCS Group’s subsidiary, NCS Communications Engineering, Singapore, has recently received operational acceptance by the Civil Aviation Authority of Singapore (CAAS) for the arrival management system at Changi Airport.

In 2006, the consortium of Barco and NCS was awarded a contract by the CAAS to provide a complete turn-key arrival management solution. Barco was responsible for all application software, whereas NCS provided all hardware components. NCS will also be responsible for future comprehensive maintenance services. In March 2007, the Singapore arrival management system successfully passed the online acceptance test. Since April 2007 the system has been put into operation.

The Singapore Flight Information Region is one of the most demanding Air Traffic Control (ATC) environments in terms of traffic load. Based on Barco’s OSYRIS product line, Barco provided a customized arrival management system. Its continuous optimization of arrival sequences as well as sector load balancing and on-line adaptation capabilities to the mode of operation support the Air Traffic Controllers at Changi Airport in handling the increasing traffic density.

One of the core capabilities of the arrival management system is the automatic en-route holding advice generation in order to avoid congestion in the approach area. This unique feature, which has never been put into operation before, lowers the operating costs of the airlines by enabling economically optimal high-level holding instead of low-altitude delay absorption methods. In addition, the arrival management system provides automatic route and runway allocation depending on the traffic situation to optimize traffic flow.

Gotthard Boerger, Product Manager at Barco commented: “The Singapore arrival management system was a challenging and demanding project and we are proud of the system which has been put into operation. Through the development of the Singapore arrival management system, Barco’s OSYRIS product has evolved substantially, which is a major benefit for our future customers. This project has strengthened Barco's position as leading supplier for decision support tools.”

The team formed by NCS and Barco brings together a breadth of experience and knowledge which is the key to the success of this project. Mr Lim Yew Seng, CEO at NCS Communications Engineering commented: “The NCS team appreciates the opportunity to continue its long-term relationship with the CAAS. We are pleased that we can play a key role in integrating various leading-edge technologies of the Singapore Arrival Manager system and interfacing it with existing CAAS systems. This will significantly facilitate controllers in optimizing the arrival traffic flow of aircraft within the Singapore Flight Information Region. This collaboration allows NCS to demonstrate our extensive engineering capabilities, experience and domain expertise in aviation”
