C-DOT Delhi: Transforming network operations with a centralized control room

The Centre for Development of Telematics (C-DOT), the premier telecom R&D center of the Department of Telecommunications (DoT), Ministry of Communications, Government of India, continues to lead the nation's technological advancement. As a pioneer in indigenous telecom innovation, C-DOT has been instrumental in developing state-of-the-art products and secured solutions across a wide range of domains — including 4G & 5G technologies, cybersecurity, quantum communication, disaster management systems, artificial intelligence, and M2M communications.

Requirement: A centralized control room to monitor PAN-India telecom networks

C-DOT has successfully developed an indigenous 4G Core Network, a cornerstone of India’s first fully homegrown 4G technology stack. This achievement marks a significant milestone toward telecom self-reliance, enabling faster, more secure, and scalable mobile connectivity for BSNL while establishing a future-ready pathway to 5G. The solution strengthens rural connectivity and reduces dependence on foreign technology, aligning with India’s strategic vision for digital sovereignty. Today, the 4G Core is operational across the PAN-India network.

In addition, C-DOT offers robust PQC (Post-Quantum Cryptography) and QKD (Quantum Key Distribution) secured cloud-based communication services, including Secure Chat, Secure Call, and Secure Video Conferencing (VC) for Government agencies nationwide. With the rapid expansion of these critical services, the need for a unified command and monitoring facility became essential.

To ensure efficient and secure oversight of these networks, C-DOT initiated the establishment of a centralized control room at its Delhi campus.

The solution: unified monitoring with Barco CTRL

Following an extensive evaluation of available technologies, C-DOT selected Barco’s comprehensive control room ecosystem powered by the Barco CTRL software platform. This decision was based on the platform’s proven capabilities in addressing complex visualization, control, and security requirements.

Barco CTRL offers unified, end-to-end management of all visual sources within the control room environment. Using a single mouse and keyboard, operators can now seamlessly control content on both the large video wall and individual workstations. This streamlined approach eliminates operational friction, enhances situational awareness, and improves operator efficiency.

Security was a decisive factor. The platform’s encrypted communication protocols ensure that sensitive telecom data and live visual feeds remain fully protected—an indispensable feature for an organization entrusted with safeguarding India’s telecommunications backbone.

To complement the software, C-DOT deployed Barco’s RGB Laser ODL-721 display cubes configured in a 4×2 matrix. These 70-inch, high-performance display cubes offer crystal-clear imagery, allowing operators to detect anomalies, alerts, and network activity with enhanced precision. Their dual-redundant architecture ensures uninterrupted visibility, supporting continuous 24/7 operations.

The new control room infrastructure has transformed C-DOT’s network operations:

Together, these advancements empower C-DOT to maintain high service availability while supporting India’s rapidly expanding telecommunications ecosystem.

We required a state-of-the-art control room infrastructure capable of continuously monitoring our networks on a 24/7 basis. The facility needed to include a fully equipped NOC with a high-performance video wall, seating capacity for 25 engineers, a conference room, manager’s cabin, and integrated security, fire-fighting, and power-backup systems. To support this, we needed advanced visualization and monitoring technologies that could deliver reliable, high-quality visuals and seamless control.
